What is Uruk-hai in Lord of the Rings?

In the movies Uruk-hai are described as a crossbreed between "Orcs and Goblin-men". This is a reference to the creatures mentioned by Gamling in the novel that blend the traits of Orcs and Men. These Uruks are sent after the Fellowship, and their initial captain is Lurtz, a movie-only character.

Are Uruk-hai elves?

In the books we only have the speculation from Gandalf that the Uruk-hai were made by blending the races of orcs and men. The speculation that orcs were originally ruined elves was never even suggested in the books, though Tolkien discussed that as one possibility in his letters.
